OFFICIAL - Principle of Subsidiarity in the Archdiocese of Bombay

This official is written with a sincere pastoral concern and a firm desire to strengthen the life and mission of our Archdiocese through greater collaboration, responsibility, and trust at every level.


After prayerful reflection, I have decided to formally adopt the principle of subsidiarity for the effective administration and governance of the Archdiocese of Bombay. This principle affirms that what can be effectively handled at a local level should not be unnecessarily escalated to higher levels of authority. We find elements of this principle in the Bible, for example, when Moses is advised to delegate responsibility so that leadership is more effective and efficient (Ex 18:17-23) or when Jesus mentions the steps for fraternal correction in his discourse on community life (Mt 18:15-17). This principle of subsidiarity fosters responsible pastoral care, and ensures timely and appropriate resolution of issues.


The following procedure is, therefore, to be followed with immediate effect in the Archdiocese of Bombay when addressing any concern, grievance, or issue arising in a parish, or a Commission/Committee/Office.


  1. First level: Any concern must be brought up and addressed personally with the priest concerned, with mutual respect and Christian charity.


  2. Second level: If the matter remains unresolved, it should be presented to the Parish Priest or the Priest in Charge (if not already involved).


  3. Third level: If further assistance is required, the matter may then be taken to the Dean (Vicar Forane) of the Deanery. The name and address of the Dean can be obtained from the Parish Priest.


  4. Fourth level: Only if no satisfactory resolution is found at the above levels, an appeal may be made to the Bishop in Charge/Zonal Bishop, whose name and address will be available with the Dean. The decision of the Bishop in Charge/Zonal Bishop will be binding on all parties.


These steps are not to be bypassed by directly approaching or writing to the Archbishop. In exceptional circumstances, the Bishop in Charge/Zonal Bishop may be requested to refer the matter to the Archbishop on behalf of the concerned party.


This procedure is not meant to create a distance, but rather to foster harmony in our Church communities, and efficiency in the administration of our Archdiocese. It will ensure that matters are addressed promptly, justly, and at the level where the context is best understood.
